Yep, their bar is downstairs now.
It is a Mexican restaurant they serve margaritas and beer no bar
It's their bar and if the door is locked, just go up to the main restaurant and ask them to unlock it. I've done it many times because their margaritas are really good!
There was a apartment under there before but haven't seen what is there now
