No, and there is actual construction going on, so even trying to park on the street will be a nightmare. It's better just to take the train, or find one closer to you that you can actually drive to and park normally.
There are meters on nearby streets. With luck, spots can be found. If you are driving and can stomach the toll, there is another T J in nearby Hoboken. Parking there is in the building and first hour is for free.
I don't recommend driving in Manhattan in general. Parking is quite a challenge.
