I hear some mva locations will be starting this process. For now You should probably go directly to vital records. They will issue birth certificate the same day only if you have a valid identification card. Or a parent that is listed on the birth certificate with their valid identification. If you were born outside of maryland they will assist you with ordering from the state you were born.
They don't issue birth certificates only driver's license and state ID.
