If my learners just expired and I have held it for a 9 month, do I need to hold it for another 3 months before I can schedule a driving test or the previous holding periods is rolled over and I can reschedule?

You're going to have to take your computer test again, but if you have already completed your driving school then, no. As soon as you take your test again and pass you'll be able to take your drivers test.
