No, it is not. The fee for overnight parking is approximately $22/day for self parking and, I believe, $25/day for valet parking.
No but you can sneak out the back gate which is open and not pay a dime.
No. Apparently that's common according to the hotel but I've stayed at several other hotel in Annapolis and we were not charged for parking. It's still a very nice hotel if you can pay a little extra for parking and not let it bother you.
