Yes there are grills in 2 of the pavillion areas, but with all MNCPP-C (Park & Planning) locations you must call ahead to reserve the use of the venue. You can go to the MNCPP-C website to find the number for reserving these venues, don't know it right off the top o' my head though.
Yes they are often occupied on weekends. Not sure if they can be reserved ahead of time
