Ocean Prime would be a button shirt and jeans at a minimum to feel comfortable among the decor. The people in a hoody and jeans we're usually about 12. Use it as an excuse to dress up a bit

Not really. Just don't come with a white tee, hoodie, or cap on. Ocean Prime is a gorgeous restaurant, it deserves some effort with your attire.
I agree with most of the people here no dress code but you'll get way more out of the experience if you're dressed at least business casual or better
