No, they definitely aren't.
Here's the thing.......in Washington State much like Oregon if someone asks you if your dog is a service animal they have to take you at face value. There is nothing stating your dog has to be in a vest or anything nor do you have to provide proof of such unless it's a hotel, airplane, or apartment. So......take that bit of information and do what you like with it.
