Friendly and helpful courteous people. What a breath of fresh air. My only complaint is that it takes so long to make changes that would actually benefit county residents. Bureaucracy is a slow process. There are some good reasons for that and then there are some that need to be looked at. I am a local farmer and I find that there isn't enough help for us in terms of land use planning.

Yes, any modification of the house footprint requires a permit. Such as a bedroom extension. If you own your home, you can make the addition yourself, but you still need a permit.
Yes... If you are a contractor you can get new permits online. No, if you are a homeowner. For existing permit searches anyone can search online at https://accela.clackamas.us/citizenaccess/ Ignore the part about logging in--that is for contractors only for getting permits online. Anyone can search--just type your simple address (no SE/SW, no St., Blvd., Dr., Ave., Cir., etc) in the search box in the upper right corner. I understand the records do not go back before the 1996 floods. And permits were not required in unincorporated Clackamas Co. before 1972 (approximately).
Fences up to 8' are allowed for residential lots in the rear and side, and 4' in the front. No permit needed. If you want a higher fence, you need a permit. See also https://www.clackamas.us/codeenforcement/faq.html
