Do they not surve lunch at all through the week

They are only open on Thursday, Friday and Saturday starting at 4 pm. They have experimated with other days and times. Best to call a week or two (on a Thursday, Friday or Saturday) before you plan on attending to get details. We I was there the only "lunch" they had was a brunch on Sunday. It was a trial. I do not know it it lasted.

Looked for it did not find it, is it inside another building?

As you're heading east on 16th, it's on the left - in the middle of the block - right before you get to the courthouse.
