Went on Wednesday, May 25, 2022 at 10:05AM. Two employees working. Both friendly. Wait time was about 40min. Not bad. I chose this location to avoid the hustle and bustle of the valley. Totally worth it!

Unless you have an appointment there's nothing you can do here. There are no appointments available online right now in Tillamook. I had to drive 3 hours away to get my son his first ID. You can't reach anyone by phone. There's forms outside but no explanation of what you need to grab. From what I understand they are booked until at least the end of November. This used to be the best DMV I've ever been to.

There is a process even if you try to change plates that involves DMV. You would need to go in and ask since the registration is tied to the VIN #(car itself) & license plate, not just license plate.
It is all included in the cost. They will just change yer registration.
If you do not want a sticker, you can go toyour local DMV office and apply and pay for a replacement license or ID cardshowing your new address. The fee to replace a: License or permit is $26.00; and. ID card is $39.50.
Go in person and provide: 1. Proof of your identity, date of birth and legal U.S. presence, (citizenship certificate, birth certificate, or Foreign passport and I-94 printout) 2. Proof of your Oregon residency, (Utility bill, Bank statement, Insurance card) 3. Proof of your name change (if applicable: Marriage certificate, Court order, Divorce decree) Completed an Application for ID Card. Have your photo taken & pay the $44.50 fee. NOTE: You must supply your Social Security number (SSN) when applying for a non-driver ID card in Oregon or provide proof of your ineligibility.

The 'written' portion (done on a computer) is $5 & the behind-the-wheel test is $9. Both are paid each time you need to retake. And when you pass, I believe it is $60 to get your license card. So if you pass on the 1st tries, it'll be a total of $74 to get your license.

Don't think there is a specific timeframe, but it does take 2 weeks for the license card to arrive in the mail (your interim card is valid for a month). I'd suggest about a month's time so you don't go w/o having a valid license. The Tillamook office is great! Good, quick service for a small office.
