There are currently 18 Chick-fil-A's in Michigan, just Google Chick-fil-A locations and it will direct you to the Chick-fil-A website and give you the locations and addresses.
Breakfast ends at 1030 or 11 in some locations so between 1031 and 11am breakfast will start
They are a fast food restaurant and that is the only way they can handle the volume of the customer orders that comes through each day. The people that are outside talking orders must dress appropriately for the weather just like others who have outside jobs that they have. I used to work in the outside weather every day for years and that is what I had to do.
