Would give 3 1/2 stars. The place is nice and clean. Garlic bread was very good, had the spiciness meaning fresh garlic was used. The snails were very tender and delicious. The paella has a lot of choices, however the one we picked was a bit bland. Price is reasonable, and service was good(we sat by the bar). I will go again and try other dishes.

Caught in traffic on a late Friday afternoon, I was starving. I pulled off the parkway and happened upon Paella Tapas Wine Bar Restaurant in downtown Norwalk, a city I had never been to before. I arrived before they opened for dinner but they kindly seated me anyway. The waitperson helped me order a glass of wine which turned out to be a delicious Rioja rated 92 by Wine Spectator. 2016 Marques de Caceres Reserva. Even at $15 a glass, a really good value and a welcome surprise. I ordered a salad with roasted red pepper, mozzarella, tomatoes and olive oil served over fresh, crisp lettuce. It couldn't have been more refreshing. The waiter suggested the shrimp with pureed cici beans. The pureed beans were well seasoned with flavors I couldn't quite discern but were very interesting and I would have gladly eaten more. The six shrimp were perfectly charred but still moist and tender and garnished with strips of plantain. I think the plate was $12.95. Amazing. I had the orange flan for dessert, which came with strips of orange peel marmalade and flavored with anise. I'm glad I ordered it. $6.00. I ate alone in the bar which was really beautiful and casual. The service was wonderful, the chef obviously a real pro and the prices were extremely low for the quality of food they serve. Dining at Paella was an unexpected treasure that I found by accident in a city I had never been to before. It was the kind of meal you hope for when you go to a restaurant for the first time. What a stroke of good fortune. I can't wait to go back.

The restaurant itself is incredibly clean, and looks perfectly maintained. Service was friendly and attentive. Food came out quickly. Couple issues: tapa dishes were mainly spiced with salt and pepper, without enough flavor beside that. Pear salad was very very good, just wish they'd use a little less oil. That said if you haven't tried this place yet it's definitely worth going to.
