Depends on the line. The East River line departs every 20 mins. If you just want to get on any boat, they leave every 5 mins or so

I know it cost $1 extra to bring your bike. Does anyone know if you pay the fee to also bring a scooter/electric scooter on-board?

Yes but not from 35th you would have to take a ferry from 35th to wall st and transfer there for a Rockaway ferry
