It is from 9 a.m. to 1 p.m. and from 1 p.m. to 5 p.m. from Monday to Saturday, any wet person can put their insurance

I can't change the title of my car because I don't have a license...they are saying in the race they can help put insurance...I want to know if it is possible or not...
