Come for the porta potty and stay for the view. But seriously if you just need a restroom, there are other indoor restrooms with running water located in the same area. This is just a porta potty on the west side of pch. Nothing to write home about... EXCEPT the view is totally chill. Write home about that. Take a few selfies. Maybe you'll see a dolphin or two?

Yes. Unfortunately A lot of people sleep in their cars. It's sad, but people fall on hard times and they are forced into sleeping in their cars. There are also times when you've had too much to drink and sleeping it off is the right choice. Never drink and drive!
