I don't think so. At least, I didn't notice anyone out there grilling. I did see a few pavillions I'm assuming have grills - not on the beach but not very far off.
No driving on the beach. But the parking is super close

I'm 99% sure the answer is no. I don't recall seeing either a rental facility or the chairs themselves. Just FYI, the water can be a bit silty at most times, meaning it is a bit murky from the silt discharge from the surrounding rivers.

It is long but has ramp then about 50 feet soft sand to hard sand.
