Yes, it definitely is open for patrons.
Yes it was free. We went to view the temple's renovations when it was open for all to go through. Its very beautiful. The grounds are very well kept, lots of plants and fkowers.

No. It's silent except for some music once and awhile which seeps out from the cracks.
You'll need to arrange with the temple office to park in the lower lot to the South side of the temple before hand. They're is definitely bus parking (for charter buses) there and they may be able to accommodate.
No, not really. But I used to when I lived and worked near by take my lunch up on the top garden to eat.
There is the Inter-stake center there and a very nice visitors center,but when you say family room for people from out of state, what are you actually looking for? Young children who need to be monitored? Nothing available. Non-members who can take care of themselves but don't want to be bored? The visitor's center is perfect and has a beautiful view of the bay area.

Jack London square and the Coliseum/Airport stained are about the same distance from the Temple. You would likely have better luck finding an Uber/Lyft/Taxi from the Coliseum/Airport station.

I believe the lights are usually on displayed every year around Thanksgiving & all the way thru New Years day.

The visitor center is open daily until 9:00. They decorated the site but not as much as usual because of the construction that is happening. There is a manger and daily musical programs.

The templo is going to be close I don't now what month but for sure you can go from 5am to 6pm
