The museum is beautiful! After climbing the stairs of "Rocky", a beautiful panorama of the city. It's worth coming here, there are always a lot of people.

If you walk or run, it's free. Call an Uber, well depends or where you're at. But, there are no fees to see or do the Rocky thang
The Philadelphia Art Museum is right at the end of the Benjamin Franklin Parkway. There's a busy traffic circle in front of the steps. Rocky is at the top of the steps. Your best bet is to bear left at the circle if you are coming towards the Steps. You go to the second traffic light. This is the beginning of Boathouse Row. You can then make a left and parking is free. You can walk up the back steps and make your way around to the front. I would also advise you to go to the Gazebo on the way back. Then you can take in The magnificent Falls and The Waterworks. You can always take a walk or a run along the river. There's so much to see in the area. There's a 8.2 mile loop and a newly added Boardwalk that goes into center City and University City!
I dont know about the nearest shops but you should try Lil Baby's Ice cream if you're in for a treat! The store is cute and there is pizza sold in there too.
You are expected to run up the steps because once you are at the bottom of the steps, the spirit of Rocky takes control of you; it's an involuntary thing.
As long as you clean up behind it the dog. I have seen dogs at t he top as well.
Generally in that part of the North East weather ranges in the lower to mid 50's 60's. Weather is subject to change and drop sharply in the evening's & at night. It always pays to check the weather.
No the statue is outside ...they did move it on ground level by the stairs
Takes about 20 minutes from the airport via SEPTA trains then walk another 20 minutes from the 30th train station via Schuylkill River Trail. Or, you can grab an Indego bike on the east side and across from the train station on Schuylkill Ave, You can actually see the museum from the 30th Street train station bike share docking station.

We parked in the spot with the colorful ground, Free. It's just before you get to the statues. Many cars was parked there.

There is also a spot right across from the museum that I parked in. There was a police officer there when I went and I asked if it was ok to park inside. Make sure to take that precaution as well.
Certainly, the car would be the most convenient way to get around, but there is plenty of Indego bike share stations where you can rent a bike. There is an Indego bike dock at the base of the "Rocky Steps."
Too far, you need to drive, bicycle, take bus or uber.
It was originally located at the top of the museum steps, but the art museum objected to it as a permanent site for the statue. Their main argument was that it was a prop for a fictional movie character, hence it didn't belong on their property. So, it was moved to the front of a sports arena, Spectrum. Later, the statue was moved to its current location at the base of the Steps due to the demolition of the Spectrum sports complex. Now, the museum realized that the Rocky statue is an asset to the museum, because, the demography that comes to see the Rocky statue is unlikely to visit the museum. But the museum is convinced that the conversion rate will be much higher with the statue being near the art museum.
The closest hotel anywhere near the Parkway is 18th & The Parkway across the street from the church. The Sheraton is on 17th near Vine Street.
You can see rocky steps anytime as far as the art museum I wouldn't know but you can look up their sight and look for times
Going in the evening time from 8pm to 11pm is quite relaxing and tranquil although there's still a fair share of people.You will also want to take a walk to the back of the museum's building where it's very beautiful.
