Yes it is unless it is noted on the website that it will be closed And I believe there is a limit of twice a month it may be up to 3 times I am not sure

No, I believe it's closed but the church is open as a warming center they're serving food and have blankets, pillows, socks and other things to keep you warm. Stay blessed and warm!
