Yes, there is a minimal difference between residents and non-residents. I think it's like $3 for nons. Plus they have beverages and ice cream for sale too!
A majority of the faucetry items are constantly running, but there is a pair of long distance squirt guns aimed at each other that can be turned and shut down, a bucket that fills and tips, and a few rows of intermittent ground fountains that can certainly get you if you're not paying attention! Otherwise, most everything is running from open to close, and I'd imagine that it's season is Memorial Day to Labor Day, like most pools.
