I would say that the fourth amendment does apply to you at the lake and despite the officers actions, they were not allowed to look inside your coolers unless they had probable cause to believe you had alcohol in them, or had allowed them to look inside your coolers. in accordance to enforcing the cities laws they can look if you give them permission. If you don't believe they had such cause and no reason to look inside the coolers, your rights may have been violated, call the non emergency number and lodge a complaint and any relevant information you retrieved from the officer including time, date, officers name, badge number and other relevant details.
