Usually yes. But if it does start raining, they might close earlier.

Do they do interior shampoo? If so is an appointment needed and how much?

i believe they do! if you go inside the cashier has a panphlet with their various cleaning packages, if you will. You can do walk ins but its first come first serve unless you have an appt, so I would make an appt first!
