They were locked at 7:30 am when I was working out there.

I think it's a baby pool. 8" of water.
You can have them on-leash at Phelps Grove, but not off. Check out Cruise Dog Park. You will have to register your dog which you can do this online and there is a minimal annual fee for use of the off-leash dog park. Good call by the previous local guide's answer!
