Permit office was friendly and I found them easy to work with. I called and left a message and based on the reviews I didn't expect my call returned. I went in person and got good service and friendly help. Then a day later my call was returned.

Yes you need a permit, depending on the size.
If you put new shingles on your house I don't think so. If you mess with framing and significant amount of decking (OSB) then yes.
