Typically the mail goes out between 11 am and noon in my area
Call Post Office and ask. You didnt need to shred since we use old one to get new one. It would have be done by mail but now you have to get a new one.
Post Office does not do Notary.

USPS has great web presence usps.com and rules change for 2020
I have seen people there with passport documents. I think you can make an appointment and check out the usps website for any documents you need to provide.
