Alliance will develop a firm, not-to-exceed price in advance of each fiscal year. This price will include all labor and benefits, workmen’s compensation and liability insurance, office expenses, travel expenses, chemicals (if applicable), materials and supplies, and a repair allowance as clearly defined in the contract. Basically, the vast majority of normal operational costs will be contained within the Alliance price. Please contact us for more information on items that will remain direct board payments such as capital expenditures and taxes/governmental fees.
You will continue to run the meetings and be in charge. Alliance will prepare complete board packets in advance for your review prior to the meeting. Our manager (and/or division manager) will attend every board meeting to answer any questions you might have and to offer suggestions and alternatives for your decision making. We are your staff and will support you in any way we can.
Alliance office personnel (very likely employees who transferred from your staff) will perform each billing in your office on your computers and software. We will do the collections, account posting, and will operate within your organizational guidelines. Any exceptions will be brought to you for your evaluation and decision. All money collected will be deposited daily into your local account(s). None of the utility’s revenue will ever be deposited into an Alliance account. We are paid monthly for our services following board or council approval.
This is one of the most sensitive areas of a contract operations transition. Generally, Alliance will offer positions to all of your employees with pay and benefits at or above the levels they currently receive. We will work closely with you to determine your wishes in the area of staffing. Should any of your employees wish to speak with current Alliance employees who have themselves experienced this type of organizational transfer, we would be happy to make those arrangements.

Absolutely not. We believe that under our contract operation arrangements, you will find that you actually have more control. You will not have to concentrate on the many operating details of the utility that you are currently dealing with, and you will be able to focus your time and energy on more global and important issues. Though we will always look to make recommendations for improvement where necessary, Alliance can only administrate and function within the framework of your organization’s rules, regulations, policies, and procedures. All critical decisions will continue to be made by your board. This would include such things as: approving contracts, deciding on capital improvements, deciding the future direction of the organization, water and sewer rates, expenditures, etc.
Services will typically include financial services (accounting, reports, accounts receivable and payable), office services (including billing, collections, and customer service), field operation and maintenance of treatment facilities (and distribution and/or collection facilities), and meter reading. It also includes emergency service on a 24/7 basis. Additionally, Alliance’s professional staff will assist your organization with general engineering advice and regulatory and inter-governmental support at no additional cost to you.

With our professional contract operations, we can: handle the recruitment and training of staff, maintain financial records and operations reports (providing recommendations in these areas as necessary), field customer complaints, questions and feedback, take responsibility in any emergency situation and interface with engineering firms, funding institutions, authorities and many more individuals you may work with on a regular basis.
Contract operations is the hiring of an experienced organization to manage, operate, and maintain your system under your direction and control. Under a contract operations agreement with Alliance, you continue to own all your facilities, land, structures, rolling stock, inventory, and easements. Alliance will simply use, maintain and professionally operate all your equipment and facilities.
