Why is the walk in office at 420 Madison closed to Walk up customers. Banks, Restaurants, Insurance Companies have all reopened. Very poor customer Service.

The water company released water from a hydrant over the weekend . The water went into our back yard that has a low spot ,ice rink . The water then went onto drive way ,ice rink . Then as it try to flow where it should go ,it ice rinks where the kids park on the side of the road . This made for some unsafe conditions, dangerous . I complained . Nothing to me was being done ✔️. So I call them and find out ,I have been paying the same bill for 4 years. The miter reader reads it . It's not my fault. I hold them accountable. I then get threats ,that they will not do things ,but they shouldn't, I didn't do this . It's a mess . I am upset . 😡I did find the right meter after a min . So called to make sure they will come out to fix it . Plus . .y pipes broke 4 years ago . The inspector came out and said everything was fine . Again it's not my fault ,they think I am going to pay the bill . Lawyer time .

Only the homeowners can have the bill in their name
Closed due to the power outage
Yes the landlord can put that in the lease. They do not have to be metered separately. They may charge based on an average per household.
