The number of cookie booth locations in the city is extremely small. Your best best is to head to a Lowe's or a mall starting February 15th as those locations almost always have girls selling cookies on the weekends. There is an online cookie finder but it isn't reliable.
Cookies will be available starting feb 9th :-)
