Couldn't enter due to construction. Open only on weekends for a limited time and you need reservations

Well, it's depressing, that's for sure. It's closed with no-trespassing signs all over, but it looks interesting from the street. There IS a sign that says you can arrange a guided tour.

Yes when The Palace is open for Tours a donation of $10 per person is the fee. All proceeds go right back into maintenance, repairs, and improvements at The Palace.
