They have great priced budget tires, unsure of used though, as that is generally a liability. Sometimes at the scrapyard you can get used tires with up to 90% tread, priced accordingly due to tread left. They will mount and balance the tires if you buy them and bring them in.

Yes, if there is snow and especially ice. You will get better traction. It will help you brake better too. Just make sure you take them off once fall comes.
