There are a couple. One is libby the other is Overdrive. Overdrive makes the app Libby which seems to be a little more modern and user friendly.
There are no late fees. You will however, get charged for the item after 30 days. It will automatically renew 4 times, but after the last time it renews, you have to have the item returned in 30 days.
Yes, it is wheelchair accessible. As well as handicap parking and elevator available.
