If the person has already passed and no real fight regarding heirs, etc, you can probate the will in Common Form.

I know for passports they are.
For your 15 years old you will first need to make an appointment. You will have to bring: 1. Your daughter :-) 2. One passport photo. 3. Completed Application Form. You can download it from the web site or pick it up at the court. 4. State certified birth certificate. 5. Check or Money Order for the passport fee. Cash and credit cards are not accepted at this location. 6. Check or Cash for the Processing fee. Credit cards are not accepted at this location. 7. Both parents' identification cards or driving licences or passports. 8. Both parents must be present. If a parent is not present, then bring the completed, signed and notarized Consent Form along with the copy of the parent ID that was submitted to the notary. Or the original court custody verdict decision. 9. At least one parent must be present. Hope this is helpful. Good luck.
