Online it states that this location is open. The official hours posted on their window state they open at 9am… paid the parking meter yet they were closed. There is a small home made sign on the door that reads ‘hours vary day to day’ 🤷♂️

You've got to go to your nearest post office and tell them you're moving or you had moved and show them your rent receipt or lease.
You can apply for a passport there... But you have to fill out all the paperwork and documents beforehand. All they do is mail it
