Yes it is. That dot marks the lightest side of the tire carcass and should line up with the valve stem. I suppose whether it's inside or outside is not important as long as it lines up with stem. I'm guessing whoever mounted your tires didn't know what they were doing other than running the tire mounting machine. Take them back and have them redone. It may help the next customer.
