I went in there to get a application and the lady at the window was rude to me. I went to go try and fill the application out and she wouldnt even let me sit down, she told me I couldnt fill it out there.

There is an application process. You can go in the office for an application or apply online. There may also be guidelines posted on the Missouri. Gov website.
