I have no idea about cost but would recommend them about any work that they do.
We'd need to see the machine in person most likely to give you a very good answer. The labor involved would likely be $100, but we'd need to at least have the exact model number and need to know exactly what about it needs upgrading (memory and storage are typically upgradable) before I could give you any idea about the price of the parts. Depending on size, type, and speed, storage drives currently run around $130-200, and memory modules can vary pretty widely around that same range, too. If you can bring it by so we can take a quick (and free) look at it with you, we should be able to give you a much better idea.
Reinstalling Windows is typically $100.
