Man named Bruce was very rude and sarcastic with me. almost felt like he just did not want to help me find a missing package and was trying to hurry to get me out since there was a line.

For passports? Right now they take walk ins from 9-11 a.m. Tues-Fri only. People begin lining up around 6:30 a.m.
Saturday's the Customer Service Counter (where a real person is to assist you) is open from 9AM to 1 PM. The lobby where you can check your mail box (post off box if you rent one there) is open from 7AM to 6PM (and thats Mon thru Sat)
