You will need a fishing license. I have personally seen game wardens in the past that have given out fines for not having a fishing license. The pier operators do not sell fishing licenses.

They do not rent poles. They rarely have bait and they operate out of a shack now. This place has gone down hill at a record pace.
Bob Hall Pier is renting poles. They are pricey and the entrance fee is ridiculous.
Castaway bait and tackle had mentioned they were possibly going to start renting poles but I'm not sure if they ever started doing it or not.

Just buy a medium size combo at Wal-Mart. 8ft rod with open faced reel. Make sure to rinse it with fresh water when you get home and you will get many years of use out of it.
If you happen to get some sand or salt water on it. Pour some bottled water on it
