I think it's the city offices. The water conservancy district deals with secondary irrigation water.

We are aware of the issue with mussel/clams. We get them in small numbers every year, but this year we are seeing a lot of them for some reason. The best thing you can do to help clear out your system is to remove your filter completely (located by your gate valve or ball valve in the green box by the sidewalk) and let your water run for at least 15 minutes. It will fill your valve box with water and make a mess and waste water, but it will clear those critters out of the lateral and (hopefully) prevent further clogging of your filter and lines.
