Is it true that I don"t need a NJ firearms ID card to transport my Rifle to and from the range? and if I get pulled over, as long as the rifle is unloaded and NJ compliant I shouldn't have problems?

Yes but you must be compliance with the exemptions of NJS 2C:39-6f & g.

I was at your last visit to Quinton sportsmans. do you know anything about an A.G.'s directive on retired officers, their firearms qualifications and use of magazines with capacities greater than 10 rounds. thanks.
