It's a beautiful natural setting of falls and rock, flora and fauna. Check water quality if it's something that's important to you. This area often has high levels

No, I would not advise it. Is it possible? Yes, but it would be very dangerous. The hill down is very steep with loose gravel and the steps would be incredibly difficult to traverse.

Yes there is a jump from a rock to the water. I would estimate a height of 12 to 16 feet. It looks risky though.

Yes, there ARE stairs to get down to the water, rock, etc. The "picnic area" is not near the water. It is a covered shelter up on the hill behind the parking lot. Not super-pleasant in the summer.
