The posted open times appear to be dawn to dusk. This would not allow camping overnight.

No, just pull up and park. There is a 400/500' walk down to the actual slide.
No, I would not advise it. Is it possible? Yes, but it would be very dangerous. The hill down is very steep with loose gravel and the steps would be incredibly difficult to traverse.
Yes there is a jump from a rock to the water. I would estimate a height of 12 to 16 feet. It looks risky though.
I always take away a bag of trash above and beyond my own occasional Gatorade bottle.
The people that bring it in with them. There isn't garbage pickup. People are just nasty and won't take their mess with them
You are responsible for your own trash. I do not know who picks up the litter
Yes, there ARE stairs to get down to the water, rock, etc. The "picnic area" is not near the water. It is a covered shelter up on the hill behind the parking lot. Not super-pleasant in the summer.
