Need permit for a large gathering of 20 or more. Sometimes people will get a permit so they can guarantee a spot of choice. Usually b4 this permit thing you were able to just get there first and claim the spot. If you see it string or tape off someone already have a permit for that spot. Hopefully the parks department puts signs to let the public know, the spot is taken. To be safe you should get a permit.
