In the Cemetery Ground Rules and Regulations, under Allowable Items, it states: "A border of flowers may be planted only at the front of an upright monument up to 8" from the front of the monument. Borders must be made out of plastic or rubber material." "Potted plants are permitted on the monument or 8" from the border but will be removed if hazardous or unsightly."
