The Tackle Box is a great local hunting and fishing store. They most certainly will help you with what is being caught locally as reports come in. DNR of Maryland is the best Resource for finding snakeheads.

Definitely, when they're offered! Used rifles are much harder to come by than used shotguns and handguns, however.
