Do you have info about what county he died in in MD. For starter's you can look at death indexes on the MD State Archives on line from home to see if you can locate him and move forward from there.

No you Would need to call the court in what ever county she got married in to get a copy.
The Maryland Archives in Annapolis would be able to help you.
The Maryland State Archives has birth certificates from Baltimore City from 1875 to 1924 and for Maryland's 23 counties from 1898 to 1924. Birth certificates from 1925 to present are still with the Division of Vital Records in Baltimore.
