They are actually called wheels, rims is a slang term. I'd stop in and discuss options and price with them. Great thing about Discount Tire is they don't work on commission, so you can trust them
Yes they have 15 inch tires and on occasion, will sell them if you have a background check and passport.
Why would you not just give them a call?
Tires do dry rot. It there is no crack in the tire they should be safe. I don't know of any law. They probably worry about liability and they make money on new tires. Try a small independent shop.
