We're you there to see the pre-planning involved before this training occurred?Do you really think the Fire Department isn't aware of the materials that they are about to burn? Especially knowing that they are going to put Firefighters in that building to train? All live fire training exercises are done in a controlled environment where they know what exactly is going to be burned. However, technically anything that you would burn in a house especially the way lumber is treated nowadays would be considered toxic anyways.
You can dispose of it in the regular garbage. Make sure to take it out, and discharge it, to make sure any remaining pressure that is still in there is gone. As long as there is no pressure in it, they will take it. Just toss it in your trash can. Your other option is to find and extinguisher company in the phone book and take it to them. Some companies do have a charge for taking old extinguishers though.
