Yes the paths are open to walk on
Montrose beach has Piping Plover nest, and the dunes portion has been cordoned off to protect them
Both answers above are correct. Although you could spend a couple of hours exploring that whole area including the pier, the Seawall that extends to the marinas Inlet back to Montrose Beach by way of the marina walkway.
Street parking. But u need a bit of luck to find a spot
