I don't know the answer to your question I work for the city of mesa I just go there once sometimes twice a week to dump my trash truck
Have you tried recyclingnearme.org? They're located in East Mesa. They didn't pay a lot but I a get regular amount of boxes and they pay me more than the dump does.
